To apply for laboratory accreditation is to improve management level and technical ability of the laboratory, ensure accuracy and reliability of the data and increase customer's trust in the laboratory. Spencifically, it contains the following aspects:

Indicate that the laboratory has technical capability to carry out measurement/calibration according to related international criteria;

Introduction of Laboratory Accreditation Body:

China National Accreditation Service for Conformity Assessment (CNAS) is a the only national accreditation body established and authorized by Certification and Accreditation Administration of the people's Republic of China in accordance with provisions of Regulations of the people's Republic of China on Certification and Accreditation. The body is responsibile for accreditation of certification bodies, laboratories and inspection bodies and other relevant bodies. Secretariat of CNAS is located in China National Accreditation Center for Conformity Assessment. The center is a juridical entity of CNAS and bears legal responsibility of carrying out accreditation. The tenet of CNAS is to promote establishment of conformity assessment institutions in China according to relevant standards and codes, etc,and promote them to provide service for the society with fair behavior, scientific means and accurate results.

CNAS is formed by original China National Accreditation Board(CNAB) and original National Accreditation Borad (CNAL). CNAS supervises management and activity of conformity assessment institutions (e.g.accreditation bodies,laboratories(inspection bodies,etc.)through assessment and confirm whether they are qualified to carry out related conformity assessment activites(e.g.certification, measurement,calibration and inspection) and confirm authority of their conformity assessment activities to make accreditation results thav bingding effect.

Introduction of Laboratory Accreditation Criteria

Measurement/Calibration Laboratory Capacity Accreditation Criteria(ISO/IEC 17025)applies to establishment and control of quality management system and techniacl system. It can be used when to confirm or acknowledge its capability by customerts,statutory regulatory bodies and accreditation bodies.

Laboratory Accreditation Criteria have two parts: management requirement and technical requirements.15 management requirements are composed of two processes:management responsibility and system analysis.10techniacl requirements are composed of two processes:resource assurance and realization of measurement/calibration.The common purpose of technical requirements and management requirements is to achieve continual inprovement of the quality system.

What are the rights and obligations for authorized Laboratory Accreditation Bodies?

Authorized Laboratory Accreditation Body is entitled to publicize that their measurement/calibration capability has been recognized according to the regulations.

Authorized Laboratory Accreditation Body is entitled to issue certificates,reprots and use accreditation logo on advertisement, special letter paper and publications.

Authorized Laboratory Accreditation Body is entitled to complain about CNAS and its personnel or assessors as well as file an appeal against any decision relationg to accreditation mabe by CNAS.

Authorized Laboratory Accreditation Body is entitled to terminate their accreditation qualifications at their option.

Authorized Laboratory Accreditation Body has the obligations to ensure that their services always meet accreditation conditions specified in article 4 hereof.

Authorized Laboratory Accreditation Bodies have the obligations to comply with governing laws and regulations.

Authorized Laboratory Accreditation Body has the obligations to provide necessary support in the assessment activity organized by CNAS and allow related personnel to enter assessed area, consult records, witness site activity and contact relevant personnel.They are not allowed to refuse any witness(including international peer witnesses) sent by CNAS.

Authorized Laboratory Accreditation Body must participate in designated capability verification,laboratory comparison or measurement audit activities.

Authorized Alaboratory Accreditation Body must be responsible for issued certificates or reports and keep secret for customers.

Authorized Laboratory Accreditation Body has the obligations to develop customer complaint processing procedures and they should notify CNAS about the complaint and processing if they it within two months.

Authorized Alaboratory Accreditation Body has obligations to notify CNAS in writing if they have changes, make adjustment according to the requirements of CNAS when accreditation requirements change and inform CNAS afterwards.

Authorized Alaboratory Accreditation Body has the obligations to be fair and honest without doing any falsification activtiy or admaging CNAS's reputation.

Authorized Alaboratory Accreditation Body has the obligations to show accreditation status on their certificates, reprots,or media,e.g.advertisement,promotional materials or other occasins according to the regulations of CNAS. They should not imply that certain products have been accredited by CNAS or make any misunderstanding statement that CNAS thinks.

Authorized Alaboratory Accreditation Body has the obligations to return the accreditation certificate immediately after CNAS cancel ist qualifications.It should not use accreditation logo on certificates, reports or promotional materials, nor in any way show that its accreditation qualification is still vaild.

Authorized Alaboratory Accreditation Body has the obligations to pay related fees according to related regulations.
